THE RISE OF MELAKA  20:10, 20/10, 2010

At exactly 8:10pm (20:10) on the 20th of October (20/10) of this year 2010, Melaka will be declared a "Negeri Maju" or developed State. The event is billed Melaka 20:10, 20/10, 2010. There is going to be a huge celebration. I hope the State Government will invite me along with the Bloggers. I think it will be a moment to be proud.
 
Melaka will be the first State in Malaysia which will declare itself developed and have the evidence to back it up too.
In June my family and I visited Melaka. Again we were quite surprised. Melaka has changed even more since a year earlier when we last visited the place. So I came back and suggested that the Bloggers visit Melaka too. Some phone calls were made and the State Government arranged for a group of Bloggers to visit Melaka. This happened a couple of weeks ago.
 
I think the Bloggers were astonished at Melaka's development. If you have not visited Melaka lately, please drive down and visit Melaka for yourself. Its less than two hours by car. Here are some pictures of Melaka. It is not just the physical development of the place. There are some interesting things going on on the 'software' side of Melaka too. I also have some information about the people behind Melaka's transformation and how they did it.

The two shots above are taken from the river cruise which is now getting very popular and is putting Melaka on the world tourism map. There is extensive development along the 4 - 5 km length of the Melaka River that cuts through Melaka city. There are hotels (including a 6 star exclusive Hotel Majestic built by YTL), condominiums, shopping complexes and new developments being built.


Folks, the Melaka River has been cleaned up. We lived four years in Melaka and I completed my Fifth Form (MCE) at the Malacca High School in 1977. At low tide, the river would stink.


The State has spent over RM100.0 million diverting all sewers, drains away from emptying into the river. Even the famous (and stinky) wet market above Kampong Morten has been shifted away. Net result is the Melaka River is clean.


For our Form 5 Biology lab, we used to catch huge rats behind the shophouses along the Melaka River. It was the most horribly stinky place at that time. The appearance has changed completely now. You can see the picture below.





Promenades have been built along the entire length of the Melaka River, behind all the shophouses. The river bank has been fortified with walls. There are many restaurants that now place tables on the promenades at night. There are lights all along the river bank and with people having food or walking about, it looks like some place in Europe or elsewhere. You will be surprised that this is somewhere in Malaysia.




Some of the backs of the buildings have been painted with these huge murals. All at State expense. The building owners have benefited. Here is one of the many old bridges over the river. It has been rebuilt and has pleasant aesthetics. Each of these bridges has its own story and history, some of it that goes back hundreds of years.



Here is an "aerial view" of modern Melaka, seen from the 300 fot high Taming Sari Tower. You can see the development along the river. The very latest is a "barrage" that has been built across the Melaka River, just to the right of this picture. The "barrage" keeps the water level high. It also has a lock to allow passage of boats. Once a week, the barrage is opened to allow fresh sea water in and flush out the tidal river. That is the Eye over Melaka at the top left hand corner.




These are a few more pictures of Melaka from the Menara Taming Sari. While we were there on the tower, a family member of our "First Family" was also present, visiting Melaka (instead of Monaco). Some of the Bloggers were cheesed off that the kid was being taken on an official tour in an official car. We drove ourselves down and got a bus to take us around. Anyway the view was fantastic - because there are so many things to see in Melaka.





Here is another interesting view. All the red buildings on the little hill in the middle of the picture are of course part of the Dutch built buildings including the Stadthuys. The red building with the square roof (centre, slightly left) used to house the offices of INTAN (Institut Tadbiran Awam Negara) which was headed by my late father for four years from 1974 till 1978. My father conducted courses for Civil Servants.




 
OK here is the software side. How did they do it? In early 2000s the Chief Minister and his henchmen, including this man pictured here, embarked on a journey to make Melaka developed by 2010. They started around 2001.

This is Senator Datuk Akbar Ali, Deputy Chief Statistician (Retired), Department of Statistics. Executive Director, SEAC (MTEN) Malacca. SEAC means State Economic Action Council. MTEN means Majlis Tindakan Ekonomi Negeri.


A mathematician turned economic planner. I have been long wanting to meet Datuk Akbar Ali (nama sama). He has read my books and was happy to meet me too. Presently YB Datuk Akbar Ali is also a Senator at the Dewan Negara.





About ten years ago they embarked on their journey to transform Melaka into the 1st World. They are almost there I think. They visited the Secretariat of the OECD (Organisation of Economically Advanced Countries) in Europe and asked their advice about becoming an advanced State. They came back with much advice including a 60 point list describing characteristics of what an 'advanced country' should be.

They have since stuck quite closely to these 60 Point list. Folks I live in Kuala Lumpur, the capital of the Third World where the DBKL is running the city into the ground. So what I found most encouraging about the folks who run Melaka is that they are benchmarking Melaka with the best in the world.

Here are some examples.

They track the ratio of doctors and nurses vs population
New and old roads by district
New vehicle registration
Speed of building renovation plan approval State wide (24 hours !!)
Transfer ownesrhip of business premises (15 hours !!)
Crime per 100,000 population (Melaka scored 718 versus Iceland 771 @ July 2010)

There is much more. Melaka now has the lowest unemploymeny level in Malaysia and also the lowest poverty level in the country. The poverty line in Melaka is RM740 income a month. They have identified poor people throughout the State (and not just in Melaka city). If someone is below the poverty line, they put him in touch with the Welfare Department first which has some funds for the poor (Federal funds - they are clever). The State then slots these people into some employment to make up for the remaining amount to get them to at least past the RM740 poverty line.

The man who makes this all happen is none other than the Chief Minister Dato Ali Hj Rustam. Folks there is no rocket science involved. If we want to see 6% growth or 10% growth the CEO must be on the ball. I believe Ali Rustam is doing this.

The Blogers were supposed to met him at his home at about 9pm. He got caught up. Instead we were given a briefing by Dato Akbar Ali and his colleagues. We were given a whole load of numbers, statistics, percentages and benchmarks. I thoroughly enjoyed it.

Before our briefing began at the Chief Minister's house we were amused to watch some ladies practising some dancing in the courtyard of the CM's house. Apparently the CM throws the gate open for people to use his premises for various activities. These ladies (in the picture) were having their regular dance classes. The CM also hosts an open house once a week where anyone can walk in and see him about any problems or issues they may have.



 
About 11pm the CM was still not back and we had to leave to drive back to Kuala Lumpur. Someone said we could catch the Chief Minister who was chairing a meeting somewhere nearby. So we drove to the Bilik Gerakan Banjir Negeri and spied the Chief Minister through the glass doors having this meeting here. It was past 11pm. Thats the CN at the head of the table.

There had been a question raised in the State Legislative Assembly some about flood mitigation works and he wanted to sort it out asap. Hence the late nite meeting. I think this is the type of hands on management that we need from our CEOs. Visionaries who are ready to roll up their sleeves and get to work. There was a mamak fellow who did that for 22 years.

 

Someone went in and prompted the CM that folks wanted to say hi to him. So he came out. Suddenly a whole group of people stormed him and engaged the CM. These were local folks with some local issues. You can see the pictures. The CM spent quite a few minutes talking to them all, said some things and it all appeared to end well. You can see the pictures.





Finally the CM had time to speak with the Bloggers. It was past 11pm and he looked crisp and fresh. He had this smile and the pleasant manners that a Chief Minister should have.

Again I was surprised when the CM started reciting revenues, figures, percentages and what not in the middle of the night. He said that the Saturdays collection from the Melaka River cruise ticket sales was over RM35,000. The Sunday collection was over RM24,000. In a year the Melaka River cruise tickets sales collects about RM5.0 million. They expect to collect RM6.0 million for this year. Enough to pay for the 40 cruise boats they have bought.

Being a Jalan Masjid India shopkeeper myself, I was pleasantly surprised that the Chief Minister of a State could recite figures and information that is relevant. Its all about business folks.




I think we all came away quite impressed with the Datuk Wira Ali Rustam, the Chief Minister of Melaka, his team and the complete transformation and redevelopment of Melaka.

3 DAYS AND 2 NIGHTS IN REDANG ISLAND

Pulau Redang, located 45km off the coast of Kuala Terengganu, is the largest of a group of nine protected islands dotting the South China Sea off the Terengganu coast. The island offers crystal clear waters and numerous dive sites for enthusiasts. Sheltered within the Pulau Redang Marine Park, the waters here are rich in marine life. At midday when sun rays penetrate the sea, brilliant hues of coral, anemones and fish can be seen.

Repulse, which sank here at the start of World War II, setting the stage for the Japanese occupation of Malaya. This paradise island is perfect for snorkelling, swimming, scuba-diving, jungle trekking, boating and canoeing. No fishing is allowed within a 3.2km radius of the island as Pulau Redang is gazetted as a marine park. The collection of corals and other aquatic life is also strictly prohibited. Berjaya Resort offers a golf course in an idyllic setting.


It is a school trip I joined with. It is such a breathtaking island that i've ever seen, lots of experiences and sweet memory  being there.

iPad

The iPad is a tablet computer designed and developed by Apple. It is particularly marketed as a platform for audio and visual media such as books, periodicals, movies, music, and games, as well as web content. At about 700 grams (25 ounces), its size and weight are between those of most contemporary smartphones and laptop computers. Apple released the iPad in April 2010, and sold 3 million of the devices in 80 days. The iPad runs the same operating system as the earlier iPod Touch and iPhone, a slightly older version. It can run its own applications as well as ones developed for the iPhone. Without modification, it will only run programs approved by Apple and distributed via its online store. Like iPhone and iPod Touch, the iPad is controlled by a multitouch display — a break from most previous tablet computers, which used a pressure-triggered stylus. The iPad uses Wi-Fi or a 3G mobile data connection to browse the Internet, load and stream media, and install software. The device is managed and synced by iTunes on a personal computer via USB cable. Media reaction to the device has generally been neutral or positive, with more positive reaction after the device was launched.

All of the built-in apps on iPad were designed from the ground up to take advantage of the large Multi-Touch screen and advanced capabilities of iPad. And they work in any orientation. So you can do things with these apps that you can’t do on any other device.
